Opening Balances Still Unexplained – Persistent Chaos Haunts Likuyani NG-CDF Audit
Significant unexplained differences were noted between the opening balances in Likuyani NG-CDF’s 2024/2025 financial statements and the audited figures from the previous year.
According to the Auditor-General’s report on Page 36, the statement of financial position shows major variances in both bank balances (cash and cash equivalents) and receivables from non-exchange transactions. The Auditor-General explicitly states that he could not obtain satisfactory explanations or supporting evidence for these differences.
The report notes that management failed to provide the necessary reconciliations or restatements required under International Public Sector Accounting Standards (IPSAS). As a result, these opening balances remain unconfirmed.
This is not the first time opening balances have been questioned in the constituency — the same reconciliation failures have appeared in previous audits.
Residents of this large, densely populated rural constituency continue to endure inadequate classrooms, security gaps and poor services while the Fund’s own financial records cannot even agree with themselves from one year to the next.
Questions on the Ground:
Why do the books keep failing to match year after year despite repeated audits?
How can the Fund claim any progress in education and security when its opening balances cannot be explained or verified?
Why has management still not provided the reconciliations and supporting evidence demanded by the Auditor-General on Page 36?
How much longer will Likuyani parents, students and residents suffer poor services because of these repeated accounting failures?
