Ksh 5.3 Million Excess Payment for School Buses – Auditor-General Exposes Likuyani NG-CDF Overpayment
The Auditor-General has flagged Ksh 5,300,600 in excess payments made by Likuyani NG-CDF for the purchase of school buses.
According to the report (Pages 72-73), the Fund paid Ksh 9,762,300 for each bus to Mapera Secondary School and St. Henry’s Saisi Secondary School. However, the contract between the State Department of Public Works, suppliers and a local company clearly shows the actual cost was only Ksh 7,112,000 per bus.
This resulted in an unexplained excess of Ksh 5,300,600 that has not been reconciled or recovered.
The payments were part of transfers to other government units amounting to Ksh 119,289,004, with Ksh 74,351,780 going to secondary schools. Management claims the buses were acquired under a government contract agreement dated 10 March 2021, but the Auditor-General has marked the matter “Not resolved” with an expected resolution date of December 2025.
Residents of this large rural constituency continue to struggle with congested classrooms and poor infrastructure while millions are spent on buses at inflated prices.
Questions on the Ground:
Why did the Fund pay Ksh 9.76 million for buses that cost only Ksh 7.11 million each?
How was Ksh 5.3 million allowed to be paid as excess without proper reconciliation?
Why has this overpayment remained “Not resolved” even after the audit?
How many more classrooms or bursaries could have been funded with the Ksh 5.3 million that was overpaid?
