Students Call Out Barasa Over Stalled County HELB
Kakamega university, college and TVET students have formally written to Governor Fernandes Barasa demanding accountability over the Kakamega County Students Fund.
In a letter dated 7th October 2026, the Kakamega Universities and Colleges Students Association (KUCSA) led by its President Sir Joseph S. Ezekiel said many students applied for the fund through the H.E.L.B portal as directed, but their applications have remained at the “Registered” stage without any further communication on approval or disbursement.
KUCSA described the situation as deeply concerning, stating that education is not a political favour and students should not be mobilised during political seasons only to be left in uncertainty when they need support most.
The association has demanded:
A clear explanation of the current status of the fund
Transparency on the number of students who applied and those approved
A clear timeline for disbursement
An explanation for applications stuck at “Registered”
Regular and accessible communication to students
On social media, many students from Kakamega institutions have been complaining about the same issue, with several saying they completed the application process months ago but have received no update.
KUCSA urged the Governor’s administration to stop the culture of promises without delivery and provide students with a clear, factual and timely response.
Stay informed. Stay ahead.
