Auditor-General Issues Qualified Opinion on Likuyani NG-CDF – Millions Cannot Be Verified
The Auditor-General has issued a Qualified Opinion on the financial statements of Likuyani NG-CDF for the year ended 30 June 2025 (Pages 34-36 of the report).
In the Report of the Independent Auditor, the Auditor-General states that he could not obtain sufficient appropriate audit evidence on several key balances and transactions. As a result, except for the effects of the matters described in the Basis for Qualified Opinion section, the financial statements do not give a true and fair view of the Fund’s position.
The Basis for Qualified Opinion (detailed on pages 35-36) highlights major issues including unconfirmed cash and cash equivalents, inaccuracies in the cash flow statement, unexplained variances in opening balances, and unsupported bursary disbursements.
Despite the NG-CDF Chairman’s report claiming heavy spending on education infrastructure, security projects and emergency support, the Auditor-General could not verify the accuracy of the reported figures.
Residents of this large, densely populated rural constituency in Kakamega County still walk dusty paths to congested classrooms, struggle with school fees and wait for proper police facilities while millions in public funds remain unverified.
Questions on the Ground:
Why can’t the Auditor-General confirm the figures after a full year of audit?
How much of the Ksh 250 million is actually accounted for when basic evidence is missing?
How long will Likuyani parents and students keep suffering poor services while the books raise serious red flags?
