Mugabe Challenges Cabinet Secretary Powers in eCitizen Regulations
Likuyani Member of Parliament Hon. Innocent Mugabe has questioned what he described as over-delegation of authority in the proposed Public Finance Management (eCitizen System Management) Regulations, 2026.
The National Assembly Committee on Delegated Legislation, chaired by Hon. Samuel Chepkonga, reviewed the regulations on Thursday, 27th August 2026, at Bunge Tower.
The regulations seek to place the eCitizen digital payment platform fully under the legal control of the National Treasury, clarifying ownership, control, and management of the system.
During the session, Hon. Mugabe specifically raised concern about Regulation 14(3), which empowers the Cabinet Secretary to provide policy direction and prescribe standards for revenue collection under the system.
“On Regulation 14(3), where the Cabinet Secretary shall provide policy direction and prescribe standards for collection of revenue under the system….. I think that is over-delegation because we want to know what those standards are and what the Minister should give…” Hon. Mugabe stated.
Other members of the Committee also raised issues regarding the appointment of the Steering Committee and the need for clear qualifications instead of vague representation criteria.
Treasury officials told the Committee that although a private vendor originally built the system, it was fully handed over to the government in 2023 and is now operated internally.
The Committee continues to scrutinise the regulations to ensure they do not amount to executive overreach and that Parliament’s oversight role is protected.
