Ksh 40 Million from Completed Projects Still Stuck in PMC Accounts – Clear Breach of Law
PMC accounts in Likuyani NG-CDF still hold Ksh 40,624,594 that should have been returned to the main constituency account after projects were completed (Auditor-General’s report, Pages 35-36).
This is a direct breach of Section 12(8) of the NG-CDF Act 2015 (as amended 2023), which requires all unutilised funds in Project Management Committee accounts to be returned immediately upon project completion.
The Auditor-General notes that these millions remain idle in various PMC accounts even though the projects they were meant for have already been finished. The money that should now be available for new classrooms, bursaries or other urgent development is instead locked away.
Residents of this large rural constituency continue to struggle with congested classrooms, poor infrastructure and daily hardships while tens of millions meant for development sit untouched.
Questions on the Ground:
Why is Ksh 40 million still sitting idle in PMC accounts months after projects were completed?
When will this money finally be returned so it can be used for new classrooms and bursaries?
How many schools and residents are suffering every single day because completed project funds are deliberately not released?
Why has the NG-CDF committee allowed this clear breach of the NG-CDF Act to continue?
