Questions Still Hang Over Dumpken Enterprises Non-Payment Allegations
A report published by Nyakundi Report in early July 2026 has raised serious questions over Dumpken Enterprises Limited, a contractor linked to Kenya’s Affordable Housing Programme.
The report centres on allegations that the company has taken on multiple government-linked housing contracts while failing to pay labourers and subcontracted workers who have already completed work on site.
According to a worker who spoke to the investigative platform, Dumpken Enterprises has been awarded more than ten contracts under the Affordable Housing Programme and is active on more than four sites. The complainant said he personally made columns for the company in May but had still not been paid months later.
The company has been publicly associated with Elvin Leware (described as CEO/proprietor), Joel Wamalwa, and David Angwenyi.
Joel Wamalwa is the current CEO of Lake Victoria North Water Works Development Agency and has recently indicated he will leave the position in February to return to Likuyani.
The Nyakundi Report noted that the Affordable Housing Programme is marketed as a job-creation vehicle, yet workers on some of its sites claim they are left chasing wages after completing their work.
As of the time of the report, there was no public confirmation that the outstanding payments had been settled or that the company had issued a formal response with payment records.
Questions on the ground:
Have the affected workers on Dumpken Enterprises sites been paid since the July report?
What is the current status of the company’s Affordable Housing contracts?
Should contractors linked to public housing projects face stricter labour payment oversight?
Likuyani Digest will continue following the matter.
Stay informed. Stay ahead.
